LSCB Terms of Reference Practitioner Forum

The Children Act 2004 places a duty on all authorities in the UK to establish a Local Safeguarding Children Board (LSCB) which replace the role of the Area Child Protection Committees (ACPCs). There are lessons to learn from the ACPCs and from practitioners in general. The objective of the practitioner’s forum is to give front line staff an opportunity to come together to share ideas, network and receive updates on the latest news affecting them.

‘Safeguarding is everybody’s responsibility and we all need to work together to overcome barriers and share good practice to make Blaenau Gwent a safer place for children and young people’.

The practitioner’s forum is aimed at front line staff working directly with children and middle managers. It is anticipated that the forum will meet 4 times a year and the agenda shall be driven by practitioners.

Practitioner Forum: Haringey Serious Case Review – How does this relate to Blaenau Gwent?

LSCB Practitioner’s Forum – Haringey Serious Case Review

There were 2 practitioner forums organised in March to discuss the Haringey Serious Case review and what the recommendations mean for Blaenau Gwent services. This was an opportunity for front line staff to discuss the tragic case of ‘Baby P’ and most importantly highlight issues for the LSCB to progress

The groups decided that the main priorities to progress are;

  • The importance of referrers being notified once referral has been received
  • Individual points of contact in each agency ‘service buddies’
  • Multi agency training on thresholds of intervention, critical analysis and professional challenge (priority)
  • Clerical support for core group meetings
  • Greater involvement of children in process
  • Greater use of chronology tools when investigating past events
  • Clear process for information sharing between agencies
  • Broader checks made by agencies
  • Improved IT communication between all agencies
  • Multi agency audits of cases which are outcome focussed
  • Improved quality indicators
  • Explore multi agency supervision of cases module
  • Encourage preventative work rather than crisis intervention

The LSCB will work towards as many of the issues as possible and update practitioners on progress in future forums.

  • Format for future forums
